A customer who builds power modules forwarded a PCN email from his supplier last week, asking whether the board had to be re-qualified because the part was being discontinued. It turned out to be a site transfer: same part number, same package, made in Malaysia instead of Japan, so nothing had to change.
First work out whether it is really end-of-life. A true EOL needs a replacement. A PCN is usually a change of plant or packaging, and if the part number is unchanged the design does not move. NRND means the part is fine in existing designs but should not be chosen for new ones.
On capacitors the dielectric is the trap. Replacing an X7R with a Y5V cuts the temperature range from -55 to 125 C down to -30 to 85 C and loses capacitance badly as it warms, so a filter that was sized correctly no longer is. Voltage rating also matters less than DC-bias derating: two 10 uF/25 V X5R parts can differ by half their effective capacitance under bias.
On tantalum capacitors, check the case size. Case A (3216) and case B (3528) have noticeably different ESR, and moving from B to A can set an LDO oscillating - one board last month picked up tens of millivolts of ripple until the larger case went back in.
For resistors, check tolerance, drift and power together; for inductors, saturation current is what catches people out, and a no-load test will not show it. Work from the manufacturer datasheet, list the parameters that cannot move, verify them one by one, then run a small pilot.
