The same pin-out is only the entry ticket.

Failures start at the clock. Some domestic equivalents have less HSE start-up margin, so the same board with the same 8 MHz crystal may fail to start once in ten power-ups. The load capacitors were chosen for the original part, so recalculate them. Flash wait states are the second trap: the STM32F103 needs them above 48 MHz, and the substitute does not necessarily switch at the same frequency. One customer went from 48 MHz to 72 MHz, the original part was happy, and the new one died after ten minutes with a hard fault.

ADC is the least digital block: linearity, offset and drift all shift, so sweep the full range with a real source. Our failure order on communications: USB device, CAN, I2C slave, UART. USB is hardest: descriptors and endpoint buffering differ, and the symptom is usually a device that enumerates fine then drops the link a few megabytes in. CAN surfaces as baud-rate deviation; measure the actual bit time at 500 kbps.

On a product already shipping and certified, a few cents is not worth re-qualifying the design and re-issuing a change notice. If you do switch, do not change everything at once: two prototypes, a week of burn-in, a small pilot run - and keep both part numbers in the BOM.

Kewei's take: what this means for procurement

Industry-level changes end up in individual purchasing decisions: lead time, price, alternatives. Following them regularly beats firefighting.
